Unbound is a package you run locally and is a very full featured DNS resolver (it can also be a forwarder). It can forward DNS requests to the DNS providers of your choice (of which Cloudflare is one), or you can set it up to do the DNS resolution itself, in which case it talks directly to DNS authoritative name servers.

To configure DNS over TLS, go to the “Services > Unbound DNS > DNS over TLS” page. You will see the empty page the first time you visit it.

10.04.2018 · Setting Up DNS-Over-TLS. By default, LEDE comes pre-installed using Dnsmasq as an internal resolver and therefore doesn't support DNS-over-TLS.
